How do I make sure that my CPU is on?

Hello,
i left on a vacation for 2 weeks and when i came home, my packard bell imedia S3220 just constantly beeps when i turn it on, i read that i have to make sure my cpu is on, but is there a way i can do that? i havent found any answers on google

Try this
Ensure you are in a static free environment.
Disconnect your machine
Remove the cpu's cover.
Remove the Ram sticks
Clean the sticks with a clean, soft, lint free cloth and reinstall the ram stick.
Replace the cover
Reconnect the machine and start it.
Good luck
