Hello,

So when I go to settings and click check for updates, it says that my system is up to date. Even though my build is old 10240. When I update manually to the 1809 version, my PC responses very slow, internet does not connect and apps as well. What can I do to fix this? And where can I download the 1803 version from?

Always get the LATEST SERVICE updates FROM MICROSOFT. The OS is a SERVICE NOW, not a product.

Having the4 LATEST and Greatest isn't always the best. I have always DEFERRED UPDATES on windows 10. I would encourage you to do the same.

If you need clarification of what DEFERRED updates does, post back.

Many user face window 10 issue during the installation and after update. you can fix this issue by troubleshooting guide.
Follow these for fix window 10 update:
Control panel>troubleshooting>fix problem window 10 update OR download and run the window 10 troubleshooter for window 10.

Use troubleshooter to find out if any service is stopping Updates to work properly.
1. Go to control Panel then
2. System Maintenance on top right search box.
3. Click View All Services
4. Windows Update Service
5. Choose Manual or Automatic
