Sticky, Togle, and Filter keys

Hello, Can you please tell me the purpose of each referenced key?

I don't want any of my keys to be "repeating" keys, and I believe that the filter keys may control that feature, but I am unsure as to the proper settings to achieve that end. Can you please help? Many thanks! :-)

Hold down the left shift key for five seconds. You wish to manipulate sticky keys. Sticky keys is what you are describing.
