So, does it start if you start it? You never mention of it starts and fails, you only mention it is off.
There are far too many configurations changes that can be made to list here. I encourage you to scrub the logs for the first failure and back track from there. Perhaps you need to apply updates, or the latest service pack. When was the last time you applied a service pack to that R2?
