Can’t get my controller to connect using the usb cord

I can’t get my controller to connect using the usb cord. When I put it in safe mode my controller blinks and then stays off. What should I do if the safe mode thing doesn’t work

What controller? For what? PC? How long have you had it? You understand that controller will not work for ever, right?
