Monitor not talking to graphics card

Working on a custom build:
- Geforce RTX 2060 card
- X570 Aorus Master mobo
- LG 24UD58 monitor
User has no OS installed, so working straight from UEFI/BIOS. The issue is that when I plug the system into a regular old Dell monitor, it shows up fine. But when plugged into the LG monitor, no signal is detected (doesn't matter if I use Display port or HDMI inputs). If I toggle the button on the monitor itself through all the display settings, the BIOS screen will flash for a split second each time I hit a new setting. The monitor also (only sometimes) tells me to change the resolution to 3840x2160. BIOS doesn't have the option for that.
User has plugged different PCs into the monitor, and they show up fine.
The lack of OS makes driver issues not seem to be the problem. Anyone have any ideas why this monitor won't work with this graphics card?

The graphic is producing a resolution that your monitor cannot handle. It is telling you that in its warning "change the resolution to 3840x2160".
You dont fix it, you use the VGA monitor until you have an OS to tweek the settings.

Thanks for the reply. I've thought about that but it doesn't seem to explain why I can use an inferior monitor that only goes up to 1024x768, and it shows up just fine.

The old monitor is hooked up with a VGA adapter. The graphics card only supports HDMI and Display Port.
I was able to boot up with an Ubuntu USB and change the resolution with a dual monitor setup, but the new monitor is still blank.
