Yes this is because the driver isn't installed!! You will need to download it or install it from your driver cd!
I have DGE-530T card and it says it is working properly, but when I plug my ethernet cable in nothing happens, it doesn't connect.

I am running Windows 7
try running in 100 not 1000. I bought this card specifically for 1000 and looks like I was taken.
Yup here is why..

You can set it to 100/half but 1000 needs to have the other end hard coded.
If you want you can use this driver
www.cifbuy.com/driver/DGE-528T_B1_Driver_v4[1].00.rar
It will auto down grade so there is no need to mess with anything. BUT! you will not get 1000 xfer with out adjusting the other end of the line to a fixed 1000 speed.
Or in other words, this card is crap.

I maybe not have the solution but I think I know whats the problem is, I think that is the internel motherboard ethernet card is in conflict with the new card. I have tried to unactivating the ethernet on mothercard but no succses, I have uninstall but no succes of the new ethernet card, maybe you have bigger success
