Did you manage to fix it? I'm stuck with the same problem, I keep getting emails saying "It looks like two-factor authentication has been turned off for your account, and you should now be able to log in"..

I understand that this is very frustrating for most users, but unfortunately, we haven't yet found a solution to this issue.

If the recovery steps don't work, I suggest you send a new request to Instagram to confirm your identity.
