You can get your sim card back by following the following procedure. Go to your carrier, tell them that you lost your SIM, and ask for a replacement. The new one will be connected to your old phone number, so you'll be back in and also get your OTP easily.

There is no way to get an OTP code if you've lost your SIM card. If you had backups of your codes, you may be able to find them on your computer or email.
