Hi,
Can you please provide us more information about your modem ? perhaps the connection settings is set to 3kbs.
Also it may be because that you are using a mobile connection though your pc to get the internet access.
The mobile configuration settings is set that your internet speed works better and faster on mobile that on a computer.
Best thing to do is to take another connection dedicated only for you pc.
