Hi Andrew,
I suspect that the Vista DVD you have with you is an OEM (Original Equipment Manufacturer) version with a single user license. As you have already registered the Vista license with the DELL system, you won't be able to activate it for any other PC.
You may call up the windows helpline and speak to the support guy there to transfer the license. There are other (illegal) ways to do this, but i doubt that you'd want to try them.
