Black desktop w/curser

Hello,
My desktop computer is having the problem with only displaying the curser and a black screen (it will also show the screen saver). Now, I have tryed hitting shift 5 times and I do get the Stickykey pop up. Once I get it my options are to either hit OK, Cancel, or Change Settings. I have heard that some people are able to somehow gain assess to other programs on their computers by using this process, but I am not getting anywhere.
Please Help :(

shut your system down
reboot hit f8,
select safe mode
right click on your desktop select properties
click settings tab
check the screen resolution settings and colour quality are ok. (normaly 1024x758 or 800x600 and highest (32bit) for colour)
click advanced
then click the monitor tab
check the screen refresh rate is correct (normally 60hertz but will depend on your monitor)

after checking/reseting click ok.
reboot your system
