Toshiba laptop webcam softwaear

Hello,
recently my laptop has been taken in to get it fixed from a virus and they had to wipe my hard drive when i got
my laptop back i was not able to go on to my webcam for that i have no idea why and it would mean so much to me if u could give me a link or something to what would give me back my webcam ..p.s i would like it if it was a link not including money! `bye`
