Fully charged, 3 min remaining

Hello,

my laptop says fully charged and it charges for 7 minutes and then turns green
then i unplug it and on the screen it says 98% and on the bottom left it flashes red
and that tells me to charge it so i do then it charges intill reaching about 100%
the turns green.

i remove the plug again , then the same thing happens!
please can you help me solve my issue!
