Cannot format 4GB Transcend Pendrive

Hello,

I have a 4GB Transcend Pendrive....
It is unable to format.....
And after using HP USB Storage Format Tool. errors appears that the disk is write protected....
pleas e provide me solution... I even cannot access my pendrive...
