Hello,
My computer is beeping when I turn it on, and the monitor remains in power save mode. (4 short beeps and a pause, continuously) If I turn it off by holding the power button and then turn it back on, the beeping stops, but the monitor still will not come on. If I turn it off by holding the power button and then unplug it and then turn it back on, it will start the beeping again.

This looks like a hardware problem that is best resolved in a repair shop. It could be as simple as a bad power supply or as fatal as a defective motherboard.

Sorry

what is the computer.
what bios do you have.

bleeps in that manner indicate either the graphics card or memory, but would need to know the what the bios is.

you could start by removing and reseating the memory and graphics card

also, if you have 2 memory modules, leave one out.

boot it up again see what happens
