my game sins of a solar empire wont play Closed

Question

alright i have a toshiba laptop and i had to reformate it(clear everything off and re download everything) now before this my computer had no problem playing any of my games. but now it will register the setup to download it but wont play it. mainly its just my game "sins of a solar empire" i have tryed to play "guild wars" on it but it says it doesnt have the latest DirectX on the computer. so i went to the website and downloaded DirectX 10 but it said that i alreeady had it on the computer, but i cant find it anywear on my comp when i go looking for it. 
plz help.

check and update it from there

Im having this same problem on my windows & computer. I dont have internet on it so i cant get on and check for updates or anything. I can install in and everything this gos fine. its just when i click on the shortcut on my desktop, it never comes up. every way i try to open it, it never will....
