RED LIGHT STAYS

Hello,
I have got a big problem.Whenever I turn on my cpu I see the red light stays but the green light does not response at all.Monitor does not display anything.But the cpu is normal,fans are ok.PSU is allright.I can not understand what I should do now.Please help me.

Check the Cable which is connected to CPU and Monitor
