Conditional Formatting in Excel 2007

Hello,

I am trying to do some conditional formatting in a cell based on commission for sales.

If the overall profit margin (Cell C2) is less than 25%...
I want my Commission cell (D3) to be blank (the sales rep would not receive commission)


If the overall profit margin (Cell C2) is more than or equal to than 25%...
I want my Commission cell (D3) to be highlighted green(the sales rep would receive commission)


If the overall profit margin (Cell C2) is more than or equal to 30%...
I want my Commission cell (D3) to be highlighted green(the sales rep would receive commission, but on a different pay scale because the company is receiving more profit margin)

not clear you talk about C2 and D3. are there two rows for each rep.
give a small example of your sheet
