Microsoft Privacy Virus - I hate you

Hello,
The flashing lights of the Microsoft Privacy Virus opens before I'm able to get on-line. It attacks immediately after I sign in, not even allowing the desktop to load. How can I fix it without even being able to go on-line?

When I ctl-alt-del, returned to last week, and restarted, it did not fix the problem. I believe I'm missing a step.

Your help is greatly appreciated. I'm using the library computer because my laptop is not usable.
