Just try "gedit"... if your are running Gnome.

Well the Ubuntu equivalent of Command Prompt is called Terminal. You can launch it by going to Applications>Accessories>Terminal. As for notepad, OpenOffice comes preinstalled but it isn't as lightweight. Try gedit like Franzux said.
