Computer not rebooting in safe mode

Hello,
When I start My Laptop A Windows Come that
1 Safe mode
2 safe mode with networking
3 start windows normally
etc...............

but even after Opening In Safe Mode Its Reboot

So I install the windows xp
It shows that

1 For Install Xp Press Enter
2 For Repair Press R
3 For Exit Press F3
