My laptop does not start if i press power but

Hello,

I have compaq laptop amd 3024AU. when i try to start it by pressing power button it just show all the lights on quick play , keybord , power light but my screen will be blank and no activity in harddisk . fan starts working.

than if i press power button for 10 second and press again after switching off as quickly as possible it starts. if i delay 1 second after switching off it wont , so to start my laptop i need to do this thing sometime 10 times .

this is so painful , now i am afraid to switch off my laptop.

can somebody help to solve this issue , even if i remove batery and put adapter ( power directly ) it behaves same. i know my battery is dead it gives only 5-10 min backup.

i visited one repair shop the guy did not about this problem. he check CMOS battery it is fine.
