Hello,
I had the same problem.So i collected some information from the web.You can use these settings:
Video Mode: 800 x 600 (60 Hz)
Texture Quality: High
Render Quality: Highest
Reflection Resolution: Medium
Water Quality: Medium
Shadow Quality: Medium
View Distance: 1
Detail Distance: 1
Definition: On
VSync: On
or try these
on 1280x1024 resolution
textures on medium
rendering on highest
view distance on 22
detail distance at 100
vcehicle density at 85
shadow density at 8
