Can not instal Adobe Flash Player

Hello,
Trying to play any thing from YouTube it says I need to install Adobe Flash Player 10. I follow the link and download it and it say "Sucessfully Downloaded" but then i return to the websites and It still says I need to install Adobe Flash Player 10! I refresh the page to no avail. Some times i see 'your Java Script is turned off'

What should be done?

Downloading is NOT installing! You need to double click on the downloaded file to start the install.
