To put it simply, your server is not properly configured as the mail() function of PHP is disabled. Check php.ini

hey there,
got the same problem that you here at work and still not solved i tried to call my internet service provider to see what the problem is and what if there was anything that could be done but they told me that everything is ok on my line and that the problem may be coming from the email provider so i will tell you the same thing to see with the person who did your email server.
