Hello,
I have only one option in head which I can advice you is to take out the cpu from the socket and then reputting it back this could restore the stock settings and must surely be ok after.

maybe, your cpu had changed speed in system (or dxdiag) before u bought it. But I don't know they did!!!!

In fact it may be a virus causing this problem...making your cpu work more!
