i have two values in excel row i need diffrent value in same cell

i need this data convert in to

Thus
join row 1 and row 2 value together (before -) in row 1
join row 3 and row 4 value together (before -) in row 2
a blank row
join row 1 and row 2 value together (after -) in row 4
join row 3 and row 4 value together (after -) in row 5
