I suggest you download - install and run a free program call AdvancedSystem Care:

This program will fix many of the problems that cause a slow start. I would also check the "startup" folder and remove unnecessary programs that are automatically starting.

Try the basic steps like cleaning out the HDD, defragging and also reducing the number of items on the startup list. Make sure your PC is free of viruses and spyware. Its very frustrating when no tweaks help speed up the boot. I am yet to come across any program that guarantees this. The only one which claims to do so (coming froma defrag company) is licensed directly to OEMs, so no hope of trying that.
