Got china voice when dialling the number

Hello,

i make restore factory setting to my china iphone 3gs.

but then, every time i dial a number, it will sounded chinese for the number itself.

for example, i clicked 1, then it sounds "yat", 2 "yee", 3 "sam" and so on.

how to turn it off?
