The BIOS will detect and switch to the video card if it is plugged in. BIOS setting "onboard GPU (auto)" is the default setting. So it should be OK. In fact - When you install the video card the PC switches to the 9800gtx and you get no display.

the 9800 gtx requires 120W max so any good power supply should work (600W or so). Did you connect the two supplementary power connectors?

Are you using the DVI-I to VGA adapter? The adapter could be bad. Or the DVI cable might be defective if you are using DVI. I assume the motherboard video is a VGA plug.

If it's not working with DVI you could connect the monitor via the VGA cable and adapter.

Can you get a different video card from a friend and try it? The only way for you to know if the problem is with the video card or the MB is to use a known good part.

Can you install the video card in a friends computer? Tis would be the final test before you can say it's DOA.

Whats you time limit on sending it back to TigerDirect?

I bought a XFX9800gtx black edition. And i cusome built my pc as well, i use a 600watt power supply and it runs great with no problems. First i had a problem because it wouldent read my 9800 but i found out that there is one main PCI-E that you need to put into first before all the other PCI-e slots can work. I have a XFX nforce 750a Motherboard. I Suggest you change PCI-E slots and try it again.
