this info is direct from Microsoft
This is a standard Windows XP file actually, reinstalling Messenger isn't going to help
because the file isn't in the Messenger installer.
At some point yourself or some "cleaner" application has probably removed it for you. If you
have another Windows install, you can simply copy it over. If that's not an option, you can
obtain it from me here:
http://messenger.jonathankay.com/downloads/winhttp.dll
and it should be put into the Windows\System32 folder. After you have the file, click Start,
then Run, type:
regsvr32 winhttp.dll
and click OK.
Then try again.
