have you rebooted your pc and tried before doing anything else?
this message usualy comes up when you've opened the device and still have a directory or file open that is connected to the device.
have you tried in safe mode.
tried on another computer?

End all applications usung data from it before proceeding for formatting like mp3 file being played from drive location,pictures and so on,you can also make the use of hp disk format tool which you have freely download from link below:
