Hello,
good day to all concerned parties out there...

kindly help me about my problem on my newly bought desktop computer because its language is in GERMAN LANGUAGE AND I WANT TO CHANGE IT INTO ENGLISH LANGUAGE,because i cannot understand it,my computer is WINDOWS VISTA PREMIUM...

i am looking forward to help me about this...

You need to upgrade your copy of Vista to Ultimate or Business and then you can install the language pack.
