My wallpaper goes black after restarting

Hello,
whenever I put a wallpaper on my system, and I ve to shut down, by the time i'm restarting, the whole wallpaper is no longer there, though, the desktop icons are still there, but if I hibernate, it doesnt go black, the walpaper still remains. if I put another wallpaper, same happens as long as I shut down.
please I dont know wat to do, I need your advice.
also, it takes a lot of time to shut down and to come on. the system in HP-COMPAQ Presario

Try by pressing control+alt+del buttons , start task manager then under application bar click on new task and type explorer.exe and enter the problem will be resolved or try cleaning the ram .
