Make the use of a lens cleaner then change the ide cable on motherboard if required,

I assume it is working as in going round
First check in device manager to see if it is installed ok with the right drivers.
You could try uninstalling it from device manager Right click on CD/DVD Rom and select uninstall turn computer off and restart and the found new hardware should come up on screen and reinstall it. You may need to install the drivers again but normally they will install themselves.
If after you have finished and it still does not work you could take it out and clean. If no go you need a new one.
