Making a bootable cd for win xp

i have a downloaded file of bootable xp+sp3 files ( according to the title it had )
but making it a bootable cd is jus not happening

let me know the extension of that file i.e; is it iso file ? as well as the procedure you have followed to make a bootable cd

What are the files downloaded extension?you are using what to make it bootable? please give more information.

Windows XP Pro SP3 Unattended Install (Inc MS Office 2003) + (Service Pack 3)(BOOTABLE) -FASTER-.sfv
and an msinfo file...plus the full setup files....
