Hello Marguerite,
Your issue is not related to attaching pictures but with the smtp server address.
Pop3 is incoming mail and SMTP is outgoing mail.
I strongly suggest that you contact your internet service provider who will give you free of charge the both server addresses and help you configure your Outlook Express. The configuration takes two minutes flat.
