Cant connect to browsers

Hello,




Hi i had just downloaded the service pack 2 of Vista Home premium and after that i was unable to connect to any of the browsers. I can connect to the yahoo messenger but not to the browsers. I have tried the Winsock utility but of no use it gives a error 53. Can any one please help how i can resolve this problem. Also i would like to know how to log on to the command prompt as an administrator in vista.
