Gta iv pc can i run it ?

Hello,
i was wondering if i can play gta iv on my pc
here are my specs :

intel(R) celeron(R) 2.80GHz
2gb ram
win xp
NVIDIA GEFORCE 9800GTX+ 1GB GRAPHICS CARD

I think that it will run but with lags!!! i have a core 2 Duo and XFX Nvidia GeForce 7600GT, 2.0GB RAM and the game lags!!
