Blank screen after startup

Hello,
My Mother's computer had been having a blank screen after Windows started up for a few days, but if she tried to start it again by turning it off with the switch.
However now it refuses to start.
We bought a new video card and inserted it, but it doesn't work still.
She's using Windows XP and a it's Dell. It's really old..

Is your CPU FAN is running ?
