Check the connections of the cables of the CD-ROM. Check also the jumper settings. Set CD-ROM as your first boot device. To do it turn on the computer, while the computer is turning on keep pressing del key on keyboard until you come into blue screen. Navigate to advance settings configuration then to boot options.
Set it to the name of your CD-ROM then hit F10 to save settings.
