Control panel not open in start button. help

Dear sir,
Good morning I'm vikram, i have some problem in my laptop.
Problem: if i'm going start - control panel then control penal not open the massage
is display : explorer.exe , this file have not a program associated with it for performing this action. please install a program or, if one already installed, create an association in the default programs control panel.!!!!!!

plz send me solution in detail and step by.......

i'm not expert in this....
