Acer Aspire sudden storm and lost all power

Hello, I have an Acer Aspire One D250, while flashing the BIOS, we had a sudden storm and lost all power. I was pretty sure that the battery was charged but evidently not because the netbook will not power up at all now.

I have tried to dischage it by taking out the battery and leaving it unplugged for two days now with no results.

My question is will I have to replace the motherboard or the I/O board?
