My desktop icon & task bar are missing

Hello,
this is Amit Roy
my problem is all of my desktop icon and task bar disappear and when I press Alt+ctrl+del
It appears that "Your task manager has been dissabled by your Administrator ".When I ask to my admin , he told that he does not blocked it. What I will do without formatting.
pls help me....
