Ok to solve your error message problem the first thing that you should do is to go to the Run command and insert msconfig. Once done you will have and see if there are checked boxes for C:windows/system32/semiantivirus.vbs. If so, choose to uncheck all to solve your problem buddy. this should also solve your taskbar issue.
