You can only do what you want if these 2 conditions are met:
1. Your laptop is wifi capable.
2. Your desktop/pc is also wifi capable.
3. You have windows 7 installed on both computers.
You can then connect both using the adhoc feature of windows 7. Use your desktop as your internet access point and share that connection with your laptop.
