At this point I can't say what the problem is. It could be the power supply or the motherboard. The only way to tell is to start swapping parts until it works. I would try to borrow a power supply for testing. The fans work on +12 volts but the power supply gives + and - 12 and 5 volts and +3.3 volts to the motherboard. A computer repair shop will have a testing device to test the power supply. You could bring in your power supply and see if they will test it for you.
