Have you tried connecting the PC to the computer via the s-video method? If the PC isn't very new, you should have a port that looks similar to the PS/2 port, used for a computer mouse. If you don't, when you use the SCART cable, connect it, and go to your display settings and set it to use an external monitor.
Try looking at your computer or TV manual and see what that offers you to connect the 2. Its a very common task, and lots of people have trouble with it when most of the time, it's something simple. Make sure you don't overlook things.
