Installing windows from a flashdrive

Hello,

i purchased a school computer that the hard drive have been wiped of all programs and Operating system....??? How can I put an operating system onto the computer.. Its a Gateway and i downloaded windows operating system to a flashdrive... Help please? where/how do i command the computer to download it wont go passed the system setup says press ctrl + alt+b??
